Rzeszów's general librarianship dates back to the second half of the 19th century, for as early as 1882 a public library was established by the Society for People's Education in Rzeszów. The continuation of this institution was the Municipal Library of the People's School Society opened in 1906, operating until June 1940. The idea to organize a Municipal Public Library in Rzeszów was born in the first months after the city's liberation. On January 3, 1945, the Organizing Committee was set up, and the Ministry of Education agreed to its creation. Eventually, at the meeting of the City Board, on 22 May 1945, a resolution was passed on the creation of the Municipal Public Library in Rzeszów. The ceremonial opening of MBP in Rzeszów took place in December 1945.
Wojewódzka Biblioteka Publiczna was opened on 1st September 1950. As a result of central decisions concerning merging of voivodeship and municipal libraries, on 20 August 1954 Presidium of WRN in Rzeszów made a resolution on the strength of which there was a merger of both institutions under the name of Voivodeship and Municipal Public Library in Rzeszów. Changes in administrative structure of the country in June 1975 caused reorganization of WiMBP functions and on 30 July 1975 the Library was given new statute and established the name of the institution as: Voivodship Public Library in Rzeszów. Since 1st January 1992 it has been functioning again as Voivodeship and City Public Library in Rzeszów.
