The Santander City Council is responsible for governing the city and municipality of Santander. It is presided over by the Mayor of Santander, who has been democratically elected by universal suffrage since 1979. It is currently held by Gema Igual Ortiz, of the Partido Popular, after replacing the previous mayor Íñigo de la Serna, also of the Partido Popular, who was appointed Minister of Public Works of the Government of Spain in 2016. Íñigo de la Serna had held the post since 2007, after replacing Gonzalo Piñeiro after the municipal elections of 2007; revalidating his absolute majority in the municipal elections of 2011 and governing in minority after the municipal elections of 2015. The current municipal corporation is formed by the 11 councillors of the PP, 7 of the PSC-PSOE, 5 of the PRC, 2 of C's, 1 of Unidas por Santander and 1 of Vox.

In 2015 the Popular Party lost, after many years, the absolute majority in the city. Even so, it managed to obtain a great advantage over the rest of the parties in a city that traditionally has a very conservative vote. Currently the PP governs in a minority, relying most of the time on the abstention of Ciudadanos to push through its proposals. Even so the party in government has already lost several votes by the agreement of all the opposition to vote against them on some issues.
